For building permits that have expired and not been renewed by the county for one year, the building permit must be issued at no additional cost; however, the building permit must comply with existing rules and regulations in effect at the time the building permit is reissued

The amendment extends certain government approvals affecting the development of real property within the state due to the state of economic emergency that has drastically affected certain sergments of the South Carolina economy, such as banking, real estate and construction. The excessive defaults on sub-prime mortgages and foreclosures has widened the mortgage financial crisis and the resulting tightening of lending standards has reduced access to markets. As a result, the real estate finicial sector and real estate developer sector of the economy has industry-wide decline. Government development approvals of such projects take time, are expensive, and can be difficult to obtain; thus the purpose of the resolution is to prevent the wholesale abandonment of already approved projects and activities due to the present unfavorable economy in efforts to prevent a waste of public and private resources.
