Description
this bill would make it law that no arrest warrant may be issued unless it is done so by a member of a law enforcement agency, acting in their official capacity. It would require that if an arrest warrant is issued by someone other than a member of a law enforcement agency, the court must first issue a summons. The bill provides for an exception, in the instance when a business is seeking an arrest warrant for a fraudulent check, if the fraudulent check is presented to the magistrate at the time of the warrant is sought
