the joint resolution calls for a constitutional convention to revise, amend, or change the constitution of the State and to recommend the voters of the South Carolina to vote for or against the convention during the next election. The General Assembly would then be required to by law, vote on the composition, funding, organization and procedural rules of the constitutional convention
